Applicability of Plastic Waste Management Rules 

PWM Rules are applicable to the following: 

  • Manufacturer – A person or company involved in manufacturing plastic raw materials, including compostable and biodegradable plastics. E.g., virgin plastic granules.
  • Producer – A person engaged in manufacturing plastic packaging, intermediate material, or contract manufacturing for brand owners.
  • Importer – A person or company that imports plastic packaging, products with plastic packaging, carry bags, plastic sheets, or raw materials like resin or pellets. Includes those importing materials like films or preforms for commercial use.
  • Seller – A person who sells plastic raw material such as resins, pellets, or intermediate material used for producing plastic packaging.
  • Brand Owner – A person or company that sells products under a registered brand name or trademark.
  • Processor – Recyclers of plastic waste. This includes:
  • Recycling of plastic waste
  • Waste to energy
  • Waste to oil (pyrolysis oil)
  • Industrial composting

Categories of Plastic 

  • Cat-I: Rigid Plastic
  • Cat-II: Flexible Plastic – Single layer or multilayer packaging, sheets, covers, carry bags, sachets, or pouches.
  • Cat-III: Multilayered Plastic – At least one layer of plastic and one layer of material other than plastic.
  • Cat-IV: Compostable Plastic – Plastic sheets, carry bags, and commodities made of compostable plastics.
  • Cat-V: Biodegradable Plastic – Plastic sheets, carry bags, and commodities made of biodegradable plastics.
