Applicability of Plastic Waste Management Rules
PWM Rules are applicable to the following:
- Manufacturer – A person or company involved in manufacturing plastic raw materials, including compostable and biodegradable plastics. E.g., virgin plastic granules.
- Producer – A person engaged in manufacturing plastic packaging, intermediate material, or contract manufacturing for brand owners.
- Importer – A person or company that imports plastic packaging, products with plastic packaging, carry bags, plastic sheets, or raw materials like resin or pellets. Includes those importing materials like films or preforms for commercial use.
- Seller – A person who sells plastic raw material such as resins, pellets, or intermediate material used for producing plastic packaging.
- Brand Owner – A person or company that sells products under a registered brand name or trademark.
- Processor – Recyclers of plastic waste. This includes:
- Recycling of plastic waste
- Waste to energy
- Waste to oil (pyrolysis oil)
- Industrial composting
